Three things, not one: arrival card, e-VOA and the Bali levy

Bali arrivals often confuse three separate requirements. They come from different authorities and are checked at different points.

• All Indonesia arrival card: mandatory for everyone, submitted within 72 hours before arrival on the official portal or app. It produces the QR code for immigration and customs.
• Visa: most nationalities need a visa on arrival, obtained as an e-VOA before departure (government fee IDR 500,000) or at the counter in the arrivals hall. ASEAN nationals enter visa-free.
• Bali tourist levy: IDR 150,000 per foreign visitor, collected by the Bali provincial government on the Love Bali portal. It is not part of the arrival card.

Paying the levy does not create an arrival card, and the arrival card does not ask about the levy. Treat them as separate tasks.

The 72-hour window for Bali flights

The official portal accepts the arrival card only when your arrival date in Bali falls within the next 72 hours. If you fly from Europe with a connection in Doha, Singapore or Kuala Lumpur, the local arrival date in Bali is usually the day after you leave home, and that is the date to enter.

• Submit one or two days before landing, from home, with the passports in front of you; airport Wi-Fi and a twenty-minute form are a poor combination.
• Enter Denpasar (DPS) as port of entry, even if you continue to Lombok or Labuan Bajo on a domestic flight.

At Ngurah Rai: where the QR code is checked

Ngurah Rai has a fixed sequence after you leave the aircraft.

• Visa on arrival counters come first, before immigration. Travelers without an e-VOA pay here; e-VOA holders walk past.
• Immigration: autogates are in use for biometric passports. The system checks that an arrival card exists for your passport number; if the gate cannot match you, or you travel with children, an officer scans the QR at a counter.
• Customs, after baggage claim: scan the arrival card QR at the customs kiosk. Nothing to declare means the green channel; a declaration sends you to the red channel. There is no second form.

Keep the QR as a downloaded file and a full-screen screenshot; airlines on flights from Australia, Singapore and the Gulf may ask for it at check-in.

The Bali tourist levy, explained separately

Since February 2024 the Bali provincial government charges foreign tourists a one-off levy of IDR 150,000 per visit, used for culture and environment programmes. It is paid online at lovebali.baliprov.go.id by card, and a voucher with its own QR code is emailed to you; airport counters also take payment, but the queue is avoidable. The levy applies per person, whatever their age; holders of certain long-stay permits can apply for an exemption on the same portal. Officers may ask to see the voucher at the airport or at attractions.

Filing for a family arriving in Bali

The arrival card is one card per person. A parent fills in one for each child and infant with a passport, using the same flight, hotel address and email. Before you fly, confirm that every traveler has their own QR; if a group submission returned only one code, look the others up on the retrieve page. Common Bali mistakes

The errors that send people to the manual counter at DPS are always the same.

• Entering the departure date instead of the local arrival date in Bali.
• Choosing the wrong port of entry after a domestic connection through Jakarta: the card must name the airport where you first clear immigration.
• A passport number typed with 0 instead of O; the autogate cannot match it.
• Forgetting the customs part: cash of IDR 100 million or more, more than one litre of alcohol or goods above USD 500 must be declared. See our customs page.
